The Details:	Kess is a calm and patient being, outwardly as passive and as gentle as a slow-moving river… His skill at subtle manipulation, however, and his talent for smoothing ruffled feathers and calming fierce tempers is impressive. He has the ability to create rain and control bodies of water. As a member of one of the five directional Elemental Courts and an official representative of the Celestial Bureaucracy, he also has some influence over lesser water spirits and minor aquatic kami. Being a bureaucratic envoy from the Court of the Azure West has its perks. Like most water elementals, Kessari is a peaceful creature at heart. He avoids conflict as often as he can, but if pressed into battle he typically assumes his draconic form, attacking with the serpentine creature's claws, fangs and crushing coils.
